I don't want to sue him, I want him locked up and (if Kali was correct
and he is with the 'feds')
he is about to become someone's XXXXX boy!!
His response to this statement from me was, buh, whatever else. pretty
damn incoherent, or else he was relishing the thought of getting his
teeth knocked down his throat so he can't bite.

That may be true in your country, but out this way the amount an
attorney can collect from their client case by case is written in
stone.  In other words, the amount they are paid is a percentage fee
along with their real costs, like filing fees etc.
