Kidney Failure - Donation info needed

I'm writing on behalf of a Norwegian 50 something female with a healthy
pair of fully functional kidneys. She wants to remove one of them,
donate it, because of severe pains brought on by something outside the
kidney itself. But Norwegian legeslation doesn't allow organ donation,
not from a functional person anyway. She'd like to know what countries
she could go to to have this done, and how would one go about this? Are
there programs etc.? Preferably somewhere not too far from Norway I
guess.
