Pretty simple answer:
1) The site is operated by a pro-consumer activist, and knows that
litigious/sleazy surgeons will file frivolous lawsuits to shut the web
site down.

2) The site is operated by an industry trade group which wishes to hide
its ownership, in an effort to co-opt a real consumer site such as
DoctorMyEye.com or LasikFlap.com/forum.
