It's for the political powers-that-be to decide what are acceptable risks in
our society. When that one-in-a-hundred individual has his/her vison
destroyed, who picks up the bill? What does it cost society for a lifetime
on disability and/or retraining into a braille based world - so some laser-
happy surgeon can put a few dollars in his bank account?
