They told the UFA (FDNY) members to NOT participate
in any mutual aid drills that incorporate the neighboring
area volunteers...

Yah, if "your own" only includes those firefighters that get a paycheck.

Jobs usually are about money. Do you work for free? Inquiring minds
want to know : ) Besides, pardon me for being foolish, but I would
aasume that those who are paying the salaries might expect there
services to be on hand, not a few dozen miles away from those they are
supposed to be protecting.
