To quibble a bit, the points you make wouldn't have very much to do with a
reduction in numbers of fires per se. They would, though, help in reducing
fire intensities and in fatalities.

Back when I was in elementary school... and this is ancient history... we
saw all those filmstrips (!!!) and 16 mm (!&!) movies about fire safety,
including that big phrase "spontaneous combustion" and oily rags...
