One of the beauties of the way Houston does their thing (or used to..
cause I dont work for them, and I am removed from the street lately) was
that highest priority calls got:

1) the closest first responder (even if co-located with the responding
medic)
2) the closest medic/als bus...
3) the closes BLS bus IF closer than the ALS unit..
4) an EMS supervisor...

actually now that I think of it.. they are using Paramedic
squads/suburbans so there ARENT many ALS busses anymore.. but you get my
drift.. for a BAD call they sent the cavalry..and it worked well for them.
