The following message includes specific information for uniformed
members of our nation's Fire and Law Enforcement community who will
be traveling to Los Angeles to formally participate in the funeral
for fallen Firefighter Jaime Foster. While all members of the
community are warmly welcomed to these public ceremonies, some
procedures and instructions in this message are specifically for the
uniformed Firefighters, Law Enforcement and EMS personnel who will
be in attendance.

Dear Friend of the LAFD:
On the afternoon of Saturday, August 14, 2004, Firefighter Jaime L.
Foster died in the line of duty after having assisted in the
extinguishment of a residential structure fire in the community of
Encino. Her family, friends, and the members of the Los Angeles
Fire Department (LAFD) are mourning this tragic loss.
Note: Firefighter Foster's first name is pronounced "Jay-mee"
Many public safety agencies throughout our nation have conveyed
their condolences to the LAFD and have expressed a desire to
participate in the Memorial Service for Firefighter Jaime L.
Foster.
The men and women of the Los Angeles Fire Department would like to
extend this invitation to all fire and police departments to
participate in the Memorial Service for Firefighter Jaime L. Foster,
scheduled for Friday, August 20, 2004.
There are three distinct elements to the Memorial Service; they
include a Walking Procession, the Church Service, and a Memorial
Reception.
WALKING PROCESSION
The Walking Procession will begin at 9:00 AM. The procession will
begin at the South Lawn of Los Angeles City Hall (address below) and
end at the Cathedral of Our Lady of Angels, a distance of five city
blocks.
Departments who bring fire apparatus will be directed to park the
apparatus along the route of the walking procession. Check-in for
personnel and apparatus will be start promptly at 7:00 AM at the
intersection of 1st Street and Main Street (LA County Thomas Guide
Page 634 G-4).
CHURCH SERVICE
The Church Service will begin at 10:00 AM. At the conclusion of the
Walking Procession, guests will be directed to their assigned
seating location within the Cathedral. The church being used for the
service is the Cathedral of Our Lady of the Angels, located at 555
West Temple Street (LA County Thomas Guide Page 634 F-3). The
service will last approximately two hours. A private interment will
immediately follow the church service.
MEMORIAL RECEPTION
The Memorial Reception will begin at approximately 1:00 PM. The
Memorial Reception will be held at the LAFD Frank Hotchkin Memorial
Training Center located at 1700 Stadium Way, (LA County Thomas Guide
Page 634 G-1, adjacent to Dodger Stadium). Food and refreshments
will be provided.
SHUTTLE SERVICE TO THE CHURCH CEREMONY
Shuttle bus arrangements have been made for those Firefighters who
will be attending without a fire apparatus. Memorial attendees are
strongly encouraged to utilize the shuttle bus being provided to
avoid the anticipated traffic and parking congestion in the Downtown
Los Angeles area. To take advantage of this free service, please
park at the LAFD Frank Hotchkin Training Center (1700 Stadium Way,
Thomas Guide 634 G-1), and await one of the shuttle buses. This
service will begin operation at 7:00 AM. At the conclusion of the
Church Service, shuttle buses will pick up passengers on Hill Street
north of Temple Street (just east of the Cathedral).
FIRE DEPARTMENT GUESTS FROM DISTANT LOCATIONS
Due to extended travel distances, some Departments have indicated
that they will be arriving in Los Angeles on Thursday, August 19.
To address this situation, starting at 5:00 PM, the LAFD will have
overnight accommodations prepared at our Frank Hotchkin Training
Center (located at 1700 Stadium Way). At the Training Center, there
will be cots, showers, restroom facilities and an apparatus cleaning
area. Visitors will need to bring their own sleeping bags and/or
blankets. Upon your arrival, visitors will be asked to check-in and
be provided with a list of local eating establishments, as well as
local diesel refueling locations. More information will be
available on this topic (effective 9:00 AM August 18) by accessing

Attending Firefighters."

To accommodate the anticipated large number of fire department
attendees, it is respectfully requested that all departments who
will be attending the Memorial Service please RSVP no later than
4:00 PM, Wednesday, August 18, 2004. To facilitate this request,

Please include within your email the number of attendees, whether
you are bringing a fire apparatus and if you will need overnight
accommodations at our Frank Hotchkin Memorial Training Center.
VIP ATTENDEES
Attendees who have been designated VIPs by the LAFD are to check-in
at LAFD Fire Station 3 located at 108 N. Fremont Street (Thomas
Guide Page 634 F-3). Upon check-in, VIPs will be provided a parking
placard that will allow parking within the underground parking
structure at the Cathedral of Our Lady of the Angels located at 555
West Temple Street. VIPs who wish to participate in the Walking
Procession, should have their driver drop them off at the
intersection of 1st Street and Main Street (South Lawn of Los
Angeles City Hall) prior to parking at the Cathedral.
