Are there any cases of visual disorders in the brain, in which the
subject feels the lights to have been 'dimmed' even through they
aren't? Its like looking at a 100 watt bulb and perceiving it to be as
bright as a 4 watt bulb. Or perceiving the 12:00 PM to be only as
bright as 9:00 PM.

Has this ever happened?

What causes it?
