Estimated Total Program Funding: Up to $6,000,000.00.
Local Initiative Funding Partners is a partnership program between the Robert Wood Johnson Foundation and local grantmakers that supports innovative community-based projects to improve health and health care for vulnerable populations.

Through LIFP, a local grantmaker proposes a funding partnership with RWJF to support a community-based project that addresses the health or health care problems of people who are not reached by traditional health and social services or for whom existing s
ervices are fragmented and insufficient.

RWJF is interested in projects that address complex health and social factors as a single challenge. To find effective solutions agencies that typically do not work together often join forces with funders, public entities, and established and emerging com
munity groups. Such collaborations may stimulate ideas and forge ambitious approaches that result in new national models to improve health and health care. Projects must offer community-based services that are new and innovative. Significant program expan
sions such as a major expansion into new regions or to new populations also are acceptable. Projects are expected to create meaningful and timely change as they address complex social factors that impede good health for society’s most vulnerable people su
ch as projects that address community violence, children’s mental health, the needs of new immigrants and other groups whose health status is affected by social factors.

Application Process:
There are two stages in the application process. In Stage I, the local applicant for grant funds must prepare a concept paper and a preliminary budget with a brief narrative. Also, the sponsoring local grantmaker must prepare an original letter of endorse

Estimated Total Program Funding: Up to $20 million over four years.
The purpose of this Annual Program Statement (APS) is to solicit applications for funding from prospective new partners to support implementation of the United States Government’s President’s Emergency Plan for AIDS Relief (hereafter called Emergency Plan
) in Nigeria. The United States Government is seeking concept papers and applications from prospective partners to implement activities in support of the US Emergency Plan for AIDS Relief goals. The overall two pronged purpose of the proposed four-year aw
ard is to: A. Strengthen the capacity and sustainability of indigenous national and regional multiplier civil society organizations (CSOs) within Nigeria to manage and support their local chapters and other CSOs and initiatives; and, in the process; B. St
rengthen and support the capacity of faith-based, community-based organizations and non-governmental organizations (FBOs, CBOs, and NGOs) to design, implement, monitor, evaluate,
and expand delivery of HIV/AIDS prevention, care, and support services in their communities.

Four program elements are intended to provide a framework of specific activities for HIV/AIDS prevention, care and support, which include: 1) Strengthen NGO capacity to respond to HIV/AIDS in their communities; 2) Prevent HIV transmission, especially amon
g youth; 3) Improve the quality of life of HIV-infected individuals and their families; 4) Provide quality comprehensive and compassionate care for AIDS Orphans and Vulnerable Children (OVC).

A long-term objective of the Emergency Plan is to strengthen the capacity of CSOs to expand their involvement in HIV/AIDS service delivery through direct support and funding from the US government. One efficient mechanism of channeling resources and techn
ical assistance is through indigenous national and regional multiplier NGOs which then would allocate funds directly to their local and smaller chapters/organizations. National and regional multipliers NGOs have management systems that are structured to s
upport program activities within a multi-layered and decentralized system. These systems can be tapped to achieve scale and breadth in HIV/AIDS programming. In this way, resources and technical assistance can cascade down into lower levels of non-governme
ntal organizations with fewer transaction costs. Not only does this approach help build the capacity of multiplier organizations; but it is also another way of supporting effective community network service delivery systems.
