The purpose of this program is to increase the capacity of minority institutions to conduct research in drug abuse and addiction. Grants will be provided to foster the research career development of racial/ethnic minority faculty, students, and staff who
are underrepresented in drug abuse research and to conduct research in the drug abuse and addiction research area. All capacity development and research activities must address scientific areas related to the mission and priorities of the National Institu
te on Drug Abuse.
The overall goal of this RFP is to develop the capacity of the applicant institution to support drug abuse research through the following objectives: (1) provide under-represented minority faculty with drug abuse research knowledge and skill development t
hrough the conduct of research projects and other professional development activities (2) encourage under-represented minority students to pursue drug abuse research careers by providing them with educational enrichment and research experiences ; and (3)
strengthen the underlying institutional infrastructure needed to support drug abuse research.
Research in any area of drug abuse research supported by NIDA is permissible. NIDA is interested in biomedical, clinical, and behavioral research and supports research on drug abuse in the following broad areas: epidemiology, etiology, prevention, treatme
nt and services, basic research, and medications development. Research areas of particular interest are on HIV/AIDS as it relates to drug use and abuse and understanding disparities in health related to drug abuse and addiction experienced by racial/ethni
c minority populations. Some areas of research such as studies that focus primarily on alcohol use may not be appropriate for primary assignment to NIDA. Applicants are encouraged to consult with NIDA staff before submitting an application to ensure that
the chosen area of research focus is appropriate to NIDA's mission.
Each application must have a thematic research focus around which all research and training activities are directed. That is, there must be a common research issue or question (e.g., prevention with young adults, what increases adherence to treatment prot
ocols in African Americans) that unites proposed institutional infrastructure development, faculty and student research development activities, and research projects.
Each applicant must provide (1) a description of the institution's current drug abuse research capacity, (2) a faculty development plan, (3) a student recruitment and development plan, (4) research projects, (5) an institutional research infrastructure de
velopment plan, (6) justification for the choice of the proposed Program Director (Principal Investigator), (7) the inclusion and description of an external advisory board, (8) a letter of institutional commitment signed by a Dean or other institutional o
fficial with authority to commit institutional resources, and (9) an impact assessment statement.

The specific objectives to be achieved through the new USAID Central America Regional HIV/AIDS Program cooperative agreement for behavior change and commercial distribution include the following: 1) Changed behavior for reducing HIV/STI transmission inclu
ding reduced risky sexual behaviors, and increased risk perception in high-prevalence populations using strategies that support the “ABC approach”; 2) Increased coordination of prevention services for high-prevalence populations with other public and priv
ate sector services providing Voluntary Counseling and Testing (VCT) and STI management to these same groups to increase demand for utilization of both types of services; 3) Increased availability of affordable condoms in non-pharmacy outlets in high-risk
zones; and 4) Development of a self-governing regional entity that will continue to maintain the commercial availability of an affordable condom in high-risk zones and for high-prevalence populations with no further
USAID financial support after the end of the agreement. The regional entity will also have the technical capacity to perform HIV-prevention behavior change activities with high HIV-prevalence and vulnerable populations.
The applicant will demonstrate a thorough understanding of the environment and reflect it in all stages of the design, implementation and evaluation, including, but not necessarily limited to, the following: 1) The regional (and country) context and polit
ical institutions; 2) Major issues pertaining to HIV/AIDS in Central America. including the nature of the epidemic, the regional and country-specific responses, and human resources and institutional constraints, using analysis of data and studies; 3) Nati
onal and regional objectives, plans, strategies and results pertaining to HIV/AIDS including GFATM-sponsored activities; 4) USAID and other cooperating partner objectives, strategies and potential resources pertaining to HIV/AIDS; 5) Current and former re
levant USAID regional and country activities and achievements in the area of HIV/AIDS; and 6) Contemporary issues in HIV/AIDS BCC, targeting high-risk and vulnerable populations, and condom social marketing, among others.
The successful applicant will collaborate with USAID CAM, the USAID bilateral missions in Central America, international donor agencies and organizations, NGOs, the private sector, the public sector, and cooperating partners in implementing the HIV/AIDS r
egional program. The applicant will also: 1) Address the issue of sustainability in a way that will promote the continuation of the services following completion of the program; 2) Demonstrate the program’s approach to effective application of evaluation

This RFA focuses on a results-oriented program that responds to the three-year window of opportunity to slow the course of the HIV/AIDS epidemic in high-risk populations, thereby preventing a generalized epidemic in Indonesia, and to slow the course of th
e more generalized HIV/AIDS epidemic in Papua region. An immediate and urgent response, increasing the coverage of program activities, to limit the growing HIVAIDS epidemic in Indonesia is desired through this award. Activities will be supported to preven
t the spread of HIVAIDS in the most at risk groups of injecting drug users, commercial sex workers, clients of sex workers, men who have sex with men, and sex partners of these groups in Indonesia and to prevent the spread of HIV/AIDS among most at risk g
roups and the general population in Papua.
The successful applicant will be held to a high standard of performance and will be expected to achieve substantial results in a limited timeframe. USAID/Indonesia expects this program to reduce the incidence of HIV infections and to assist in preventing
a nationally generalized epidemic. HIV/AIDS rates and trends will be tracked through surveillance mechanisms and national reporting so that rates may be measured over time. However, given the epidemiology of the HIV virus and limited reporting at this tim
e, it is recognized that a reduction in HIV incidence will not be measurable within the 3-year timeframe. Therefore, measurable results in reduced STI incidence and risk-reduction behavior change must be achieved and will be used as proxy indicators for H
IV incidence. Applicants will be evaluated based on the strengths of their proposed plan to achieve results and on the rate of change applicants reasonably expect to achieve.

Eligibility Notes:
Applicants are limited to accredited dental schools, postdoctoral dental education programs, and dental hygiene education programs that are currently funded Community Based Dental Partnership Programs whose project periods expire August 31, 2005 and new a
pplicants proposing to serve the same communities being serviced by these existing projects. All new applicants must also be accredited dental schools, postdoctoral dental education programs, or dental hygiene education programs. The communities currently
served are: Arizona: Pima County; California: Riverside and San Bernardino Counties; Colorado: Metropolitan Denver, Grand Junction, Pueblo and Southeastern area; Illinois: Chicago, Cook; Kentucky: Jefferson County, KIPDA District, North Central KY, Hardi
n County; Louisiana: Allen, Avoyelles, Cataoula, Concordia, Grant, LaSalle, Rapides, Vernon, and Winn parishes of Central Louisiana; Massachusetts: Hampden County, MA; Mississippi: Statewide;
New York: Harlem and South Bronx in New York City; New York: Upstate New York; New Jersey: Atlantic, Cape May, Cumberland, Camden, Salem, Burlington, Gloucester Counties; Oregon: Multnomah County.
Preference will be given to applicant partnerships in currently underserved areas.
