Estimated Total Program Funding: $20,600,000.00.
This initiative supports an array of activities to assist grantees in bui=

o engage community-level domestic, public, and private non-profit entitie=
s to prevent and reduce the onset of SA, and transmission of HIV and hepa=
titis among minority populations and minority reentry populations in comm=
unities of color disproportionately affected by SA, HIV/AIDS, and/or hepa=
titis. While grantees will have substantial flexibility in designing thei=
r grant projects, all are required to base their projects on the five ste=
ps of SAMHSA=92s Strategic Prevention Framework (SPF) to build a service =
capacity specific to SA, HIV, and hepatitis prevention services.=20

Estimated Total Funding: Up to $50,000 per year.
The Republic of India and the United States of America share a strong com=
mitment to improve the health and well being of women, children, and adol=
escents through the expansion of cooperative biomedical and behavioral re=
search. Although the health of women, children, and adolescents has impro=
ved significantly in both countries, it is recognized that important rese=
arch questions remain to be answered in order to achieve additional reduc=
tions in morbidity and mortality.=20
Specific areas to be addressed within this program include, but are not l=
imited to: Prevention and treatment of leading causes of maternal, neonat=
al, and pediatric morbidity and mortality (including toxemia, hemorrhage,=
sepsis, birth asphyxia and trauma, accidents, diarrhea and other infecti=
ous diseases, etc.); Prevention and treatment of low birth weight and int=
rauterine growth retardation; Maternal and child nutrition and the role o=
f micronutrients in healthy child bearing and pediatric and adolescent he=
alth and development; Birth defects, genetic disorders, and developmental=
research; Improved understanding of pathophysiology, prevention, and tre=
atment of infectious diseases in women and children, including childhood =
asthma, acute respiratory tract infections, gastrointestinal infections, =
reproductive tract infections, malignancies, and HIV/AIDS;=20
Reproductive health including socio-behavioral aspects, birth practices, =
and evaluation of new contraceptives; Traditional systems of medicine and=
practices that have an important impact on the health and wellbeing of w=
omen, children, and adolescents; Emergency obstetric care for miscarriage=
s and other problems of pregnancy, including severe preeclampsia, hemorrh=
age, and embolism; Relationship among maternal nutrition, fetal growth/de=
velopment, and degenerative diseases in later life; and Analysis, consens=
us building, and policy formulation on public health benefits of new appr=
oaches to improve maternal and child health. Several areas have emerged a=
s high priority. These include: Risk factors for maternal morbidity and m=
ortality in India; Risk factors for adverse birth outcomes , including lo=
w birth weight, intrauterine growth retardation, and other Risk factors f=
or infant morbidity and mortality.=20

Understanding Mechanisms of Health Risk Behavior Change in Children and A=
dolescents=20
Fund Category:
Other Health-Related=20
Description:
Estimated Total Program Funding: Up to $275,000 over two years.=20
The goal of this PA is to promote optimal physical and mental health in c=
hildren and adolescents. This may be accomplished by research to enhance =
our understanding of the origin, evolution, and termination of health ris=
k behaviors and, ultimately, by the development of effective prevention a=
nd intervention strategies designed to maintain healthy behaviors and pre=
vent health risk behaviors. Interdisciplinary research is sought to explo=
re the biological, genetic, physiological, psychological, and social/envi=
ronmental factors and mechanisms that influence health risk behavior chan=
ge in children and adolescents. A better understanding of theory-driven, =
causal pathways and recognition of mediators and moderators will aid in t=
he identification of the etiology of health risk behaviors, precursors of=
health risk behaviors, and associated risk and resilience factors.=20
The research findings will have the potential to inform the development o=
f more comprehensive and effective prevention and intervention strategies=
in the fields of substance abuse, obesity, and injuries.
The health risk behaviors of interest to this PA include: (1) substance a=
buse, (2) physical inactivity and poor dietary practices, and (3) intenti=
onal and unintentional injury. These topics were selected because each re=
presents a significant risk to the health and well being of youth, with s=
ubsequent social and health implications during adulthood. These importan=
t health risk behaviors are amenable to short-term change in some cases a=
nd, at times, to long-term change. Additionally, these health risk behavi=
ors have a high co- occurrence in individuals; it is important to underst=
and factors that contribute to the development of each risky behavior ind=
ependently, as well as the possible synergistic, additive, or dynamic int=
eraction of these risk behaviors.=20
