Description:
The Centers for Disease Control and Prevention (CDC) and the Agency for T=
oxic Substances and Disease Registry (ATSDR) announce the pending availab=
ility of appropriated fiscal year (FY) 2005 funds for a grant program for=
Public Health Conference Support. This program addresses the ``Healthy P=
eople 2010'' focus areas of Disability and Secondary Conditions, Educatio=
nal and Community-Based Programs, Environmental Health, Injury and Violen=
ce Prevention, Maternal, Infant and Child Health, Vision and Newborn Hear=
ing (specifically newborn screening, evaluation and intervention), Public=
Health Infrastructure, Tuberculosis, Respiratory Diseases, and Sexually =
Transmitted Diseases (STD).
The purpose of conference support funding is to provide partial support f=
or specific non-Federal conferences (not a series) in the areas of health=
promotion and disease prevention information and education programs, and=
applied research. A series is the exact same conference conducted more t=
han one time during the project period. An applicant can apply for fundin=
g for more than one different conference during the project period.

Measurable outcomes of the program will be in alignment with one (or more=
) of the following performance goal(s): Agency for Toxic Substances and D=
isease Registry (ATSDR): Prevent ongoing and future exposures and resulta=
nt health effects from hazardous waste sites and releases; Determine huma=
n health effects associated with exposures to superfund-related priority =
hazardous substances; Mitigate the risks of human effects at toxic waste =
sites with documented exposures; Build and enhance effective partnerships=
; Promote effective and efficient agency management. National Center of B=
irth Defects and Developmental Disabilities (NCBDDD): Increase the consum=
ption of folic acid among women of reproductive age to prevent serious bi=
rth defects; Decrease the number of women drinking during pregnancy; Moni=
toring speech, language, and other developmental outcomes of infants with=
hearing loss; Improve the data on the prevalence of birth=20
defects and developmental disabilities; Find causes and risk factors for =
birth defects and developmental disabilities in order to develop preventi=
on strategies; Monitor, characterize, and improve the health status of Am=
ericans with disabilities; Increase knowledge by developing and implement=
ing evidence-based approaches on adverse consequences of hereditary condi=
tions including blood disorders.=20
National Center for Environmental Health Services (NCEH): Determine Human=
Health effects associated with environmental exposures and hazards; Ensu=
re laboratory standards are maintained in all certified labs for the foll=
owing tests associated with health effects: Lipids, Newborn Screening, Bl=
ood Lead, and Urinary Iodine; Ensure that 100 percent of chemical stockpi=
les housed at federal facilities are disposed of without any serious inju=
ries or deaths from chemical agents; Build and enhance effectively partne=
rships to improve environmental health capacity; Provide assistance to 20=
partners; Promote effective and efficient NCEH management. National Cent=
er for (HIV), STD, and Tuberculosis (TB) Prevention (NCHSTP): Strengthen =

The purpose of the Title IV funding is to improve access to primary medic=
al care, research, and support services for HIV infected women, infants, =
children and youth, and to provide support services for their affected fa=
mily members. Funded projects will link clinical research and other resea=
rch with comprehensive care systems, and improve and expand the coordinat=
ion of a system of comprehensive care for women, infants, children, and y=
outh who are HIV infected. Funds will be used to support programs that: (=
1) cross established systems of care to coordinate service delivery, HIV =

This Cooperative Agreement is intended to assist people working with Ryan=
White CARE Act funded programs, and other programs with an interest in H=
IV/AIDS, to understand and put into action the requirements of the CARE A=
ct and research based best practices for high quality, comprehensive HIV =
primary care and support service delivery to people living with HIV/AIDS.=
The Cooperative Agreement will transfer knowledge and provide practical =
help to a diverse group of organizations and individuals, including admin=
istrative and direct service staff of State/local AIDS programs, State/lo=

Symptom Clusters in Cancer and Immune Disorders=20

Description:
The purpose of this initiative is to solicit research to elucidate the pr=
esence of symptom clusters in one or more cancers or immune disorders, th=
eir management, and the impact of such management upon patient outcomes. =
It seeks to stimulate research on the characterization of symptom cluster=
s, and the design and testing of interventions addressing symptoms that h=
ave demonstrated interactions and/or common pathways. In this way, knowle=
dge can be developed and applied to the management of symptom clusters in=
relation to a variety of physiological, psychosocial, and demographic fa=
ctors.=20
The program announcement encourages both descriptive and intervention res=
earch. Descriptive research may describe groups of people affected by sym=
ptom clusters, individual behavior in relation to the experience of sympt=
om clusters, and/or biological characteristics of the symptom clusters. S=
tudies that describe the interaction of biological and behavioral mechani=
sms are especially encouraged. A strong rationale for selecting a group o=
f symptoms as a cluster, and not just two or more symptoms that exist at =
the same time in members of a patient population, must be given.=20

The program announcement also encourages the design and testing of interv=
entions that lead to clear outcomes. Outcomes may include health related =
quality of life (HRQL) at any point in the disease trajectory (active tre=
atment, end of life care, or late effects of treatment during the survivo=
rship period), adherence to treatment, or other end-points that the inves=
tigator can demonstrate are linked to interventions for managing the iden=
tified symptom cluster in the target disease or disorder.=20

While much of the initial work has been in the identification and managem=
ent of symptom clusters in persons with cancer, the research can be expan=
ded and extended to HIV infection, and to a range of autoimmune disorders=
.. For example, interventions for HIV/AIDS patients with metabolic problem=
s associated with highly active antiretroviral therapies (HAART) may bene=
fit from a clearer understanding of the inter-relationships of the sympto=
ms of disease and side effects of treatment. This includes identifying wh=
ich symptoms form a cluster, and which do not.=20

This program announcement requires that the investigator will be concerne=
d with more than one symptom of cancer or of an immune disorder. Many pot=
ential subjects will likely suffer from comorbid conditions (e.g., older =
cancer patients with pre-existing osteoarthritis). The intent of this pro=
gram announcement is to build a body of research in symptom cluster ident=
ification and/or management, in cancer or an immune disorder. Subjects wi=
th comorbid conditions should be included when appropriate. In such studi=
es, the presence of comorbidity should be addressed as a sampling and dat=
a analysis concern.=20

Description:
This grant will be awarded to an eligible entity to assume a leadership p=
osition in building capacity for HIV care and training among minority hea=
lth care professionals and health care professionals and organizations se=
rving communities of color. The National Minority AIDS education and Trai=
ning Center (NMAETC) will provide a mechanism for communication of best p=
ractices and dissemination of program tools across the AETC Program, and =
will act with other National AETCs as a repository for resource materials=
and tools related to the Minority AIDS Initiative and cultural competenc=
y in HIV/AIDS care. The NMAETC will develop innovative methods to increas=
e care capacity, including provision of technical assistance to clinical =
care organizations serving predominately minority populations. This will =
be accomplished through a collaborative network of HBCUs, HSIs, TCs, and =
their affiliates and national organizations that represent minority healt=
h care professionals.=20
The NMAETC will collaborate with regional AETCs' programs to ensure longi=
tudinal training and long term support for entities identified through th=
