Up until the second World War, Britain was among the most warlike (not
merely the waging of war, but the glorification and celebration of military
and paramilitary struggle, of earth's great civilizations. It still
numbers in the top 10 or so, if you ask me.
But I was talking of cultures generally - the big *and* the small. Some of
the most viciously violent of all gang cultures exist in places like West
and Central Africa, Haiti, Colombia, Vietnam, Indonesia, Romania, Albania...

I don't think you'll find many cultures without gangs, no matter their
technological sophistication. What's important is whether or not a given
culture's gangs are modeled on the basics of military dictatorship and
organized crime.
