Author PA docs limited in Rx length? (no refills)

I was recently told that doctors who are licensed
in PA cannot write scrips for longer than 30 days.

He said that it was a requirement of the license.
Can this be true? Or was he just trying to maintain
monthly consultations (and cash flow)?
