Cavitron use by laity?

| Is a high level of skill required for use of Cavitron?
It appears to be (?) a fairly simple process when used on someone who
maintains good hygiene (no excessive tartar etc).
Can it only be purchased by dentists.
Are there many other preparatory steps like sterilization, etc which
would make it difficult to do at home?
Is the subsequent polishing very necessary.
Are there any similar products geared towards consumers.

I prefer to use a Phi**ps 19 inch VGA for intraoral work.
