That was Mr.Russell's opinion and he was a philospher critizing
his fellow philosophers. While I am general agreement I doubt
my capacity to defend in detail his remarks but certainly several
philosophers have been quite obscure inventing terminology to
avoid making clear statements that might challenge the
goverments' or the churchs' authority or opinions.

I don't think his remarks have anything to do with Anarchy
but rather with the fears of philosophers. Russell is not
talking about interpersonal relations or any matter of concern
between any one but philosphers.

By the way the remarks of Mr.Russell were semi-randomly
chosen from a large file of such remarks by various people
even myself and this is a capability of my old mailer software
YAM(Yet Another Mailer) on my obsolescent but virus proof
computer a 1985 Commodore Amiga with some enhancements.
Below you see a remark from someone a few years ago with
my remark (which might appear in italics below) about that
now fallacious idea.
