Are you being deliberately dense? "Large fraction" modifies "homeless",
not "Poor people." What is meant here is that there are homeless people
who are not poor. It says nothing about how homeless people who are poor
are distributed amongst poor people in general.
My earlier example, "Police officers write a lot of traffic citations", is
like saying "Heroin addicts make a lot of emergency room visits." It in
no way implies that every single heroin addict needs to go to the
emergency room.

"Class A does B" and "B is done by class A" are two ways of phrasing the
same sentence. No where is it implied that Class A does all of B that
there is, or that all of class A is involved in the doing.
You need to read up on existential and universal quantifiers. This may
explain a lot of your previous problems understanding what I write.
