Your original post said nothing about permeant residency or immigration, but
rather was for a visa (for tourism?) again let us keep this apples for
apples, and not change horses midstream.
If you are asking about letting people in for free treatment than that is
what you should have posted about originally but that is not how your
original post read.

As far as I know, and I am no expert on this, but there is no rules stopping
HIV infected people from entering this country on a tourist visa.
However we do have rules about people with various ailments coming into this
county to work or take up residency, or immigrating..
The form that is found on :-
http://www.immi.gov.au/allforms/pdf/456.pdf
states plainly that short term visitors are NOT covered by Australian 'free
medical scheme', it also asks various questions about health including HIV
tests.
